Instructions
- In a large bowl, combine the julienned carrots, red bell pepper, purple cabbage, cilantro, and green onion.
- In a small bowl, whisk together rice vinegar, soy sauce, sesame oil, honey, grated ginger, minced garlic, and red pepper flakes.
- Pour the dressing over the vegetables and toss to combine.
